Add translatable command-word text strings

Search, View, Chat, Reply, Send, Read, Delete, Edit, Change, Toggle,
Find, Scan, Forward, PostVerb ("Post"; the Post ID is already the
post-on-sub question) and New: single words for menu files and prompts to
display by @-code (e.g. @Search@), so one set of stock menus can follow
the user's language instead of needing a menu set per language.
