Log Message:
Harden command keys: empty command words, negative char in toupper()

- qwk_sec.js: an empty command-word text string gave a NUL command key,
  which cut short the key list passed to console.getkeys() and disabled
  the other menu keys; now it is logged as an error and skipped (Quit
  falls back to 'Q')
- sbbs.h: the yes_key() ... pointers_key() helpers now cast the first
  character to uchar before toupper(), which is undefined for a negative
  (high-bit) char, e.g. a translation starting with a CP437 letter
