QWK menu files: show translatable command keys and words

The QWK menu files (default, RIP, obv-2, and spitfire) now display their
command keys with the @UPLOADCHAR@, @DOWNLOADCHAR@, @CONFIGURECHAR@,
@SELECTCHAR@, @POINTERSCHAR@, and @QUITCHAR@ @-codes and, where a line
uses the command word itself, the translatable @Upload@, @Download@,
@Select@, @Pointers@, and @Quit@ text strings. With English text the
menus display as before, except that the obv-2 menu's key letters are
now uppercase. The obv-2 command words keep their lowercase, two-color
style for words of any length: lower-cased with the D modifier and
colored with a no-wrap rainbow (@RAINBOW:G:G:G:HK@), restored with
@RAINBOW:DEFAULT@ at the end of each word. (#1242)

Also remove the defunct "Bidirectional REP/QWK Transfer" option from the
RIP and obv-2 QWK menus: no version of the QWK menu accepts its 'B' key.
