Move NO_SOUND to an unused user.misc bit

Bit 25 has no definition in sbbsdefs.h, but it is set in existing user
records: 39 of 1457 on one system, including user #1. Defining NO_SOUND
there silently muted the terminal bell and, through cterm_lib.js, door
audio for every user carrying it.

Bit 30 is both undefined and clear in all 1457 records, so NO_SOUND moves
there. A note marks bit 25 as unavailable, since an absent #define was
what made it look free.

Doors that emit audio APCs directly, rather than through cterm_lib.js,
were unaffected, which is why door engine audio kept working while
@BEEP@ and the JavaScript lobby sounds did not.
