Default POP3Interface/TLSInterface to their own server's Interface

[Mail] POP3Interface and [Web] TLSInterface fell back to [Global]
Interface when unset, rather than to the Interface of the server
section they belong to. A [Mail] Interface of "0.0.0.0,::" with a
[Global] Interface of "0.0.0.0" left SMTP, submission and SMTPS
listening on both stacks while POP3 bound IPv4 only, so POP3 clients
resolving the host to its AAAA record got connection refused.

Also add the missing POP3Interface write block: the setting was read
but never written back, and compare TLSInterface against the web
server's own interfaces so the writer's omit-when-default rule matches
the reader.
