Fix layout-aware shortcuts in Wayland and Quartz

Resolve Wayland key events through the compositor-provided XKB keymap before selecting BIOS scancodes. This makes Alt and Ctrl shortcuts follow the active layout and restores Alt+Enter fullscreen behavior, while retaining raw evdev handling only for physical events and the no-XKB fallback.

Use AppKit's charactersIgnoringModifiers for Quartz Command and Control shortcuts. Add Command-Enter parity with other backends and expose the standard Control-Command-F fullscreen shortcut while retaining Option-Enter compatibility.
