syncdraw: fix the Windows entry point for each executable

xpdev's gen_defs.h includes <SDL.h> when WITH_SDL_AUDIO is set, and SDL's
SDL_main.h redefines main as SDL_main; ciolib.h in turn redefines it as
CIOLIB_main. Either way a console-subsystem link finds no main, and all
three executables failed to link with LNK2019.

Build syncdraw and fontutil as WIN32-subsystem executables so they pick
up the WinMain in ciolib's SDL_win32_main.c, as syncterm already does,
and define SDL_MAIN_HANDLED for buildfont, a plain console tool that
doesn't use ciolib.
