If you want a moderated newsgroup, see news:rec.arts.ascii which was created 
precisely because of the problems of alt.ascii-art.

If you want to help make alt.ascii-art a better place, then the thing to do
is complain to the postmaster of anyone posting an off-topic article to 
alt.ascii-art. (Definitely DO NOT SPAM by posting an insulting reply to
the off-topic article--that only adds to the noise.)
